This book provides a systematic analysis of the political processes shaping the distribution of social transfers in six countries in sub-Saharan Africa and South Asia. In doing so, the book addresses a notable gap in recent research on social protection concerning the politics of implementation. While considerable attention has been devoted to debating the merits of different policy designs and the political factors shaping the adoption and diffusion of different policy models, ultimately the ability of any social transfer programme to deliver on its promises is dependent on the effective implementation and distribution of social transfers in line with intended objectives. The chapters in this book examine international and sub-national variation in programme implementation in Bangladesh, Ethiopia, Ghana, Kenya, Nepal, and Rwanda, drawing on a common analytical framework that highlights the importance of state capacity and reach, rooted in histories of state formation, and contemporary political competition in shaping the distribution of social transfers. Comparative analysis of the case studies supports the view that variation in the capacity and reach of the state within countries is a centrally important factor shaping the effectiveness and impartiality of distribution. Yet state capacity alone is insufficient. Rather, political competition and power relations shape how this capacity is actually deployed in practice. As such, the book underscores the inherently political nature of implementation and questions common technocratic efforts to improve implementation by de-politicizing the social protection policy process.

Africa Spectrum, first published in 1966 by the GIGA-Institute of African Affairs in Hamburg, is an inter-disciplinary fully refereed journal, indexed by ISI, focusing on social science dealing with Africa. In 2009 it has become an open access journal and is published in cooperation with the Dag Hammarskjöld Foundation. The journal is dedicated to promote a deeper understanding of African peoples and cultures. Since more than four decades Africa Spectrum provides regularly, three times a year, profound analyses of current issues of political, social and economic life, culture and development in Africa south of the Sahara. It is the only German academic journal exclusively devoted to this continent. Regularly articles included are on varied topics, but the journal also publishes special issues devoted to specific subjects. In addition, the journal carries debates, short contributions and book reviews. All contributions are original pieces not published elsewhere before.

Over recent decades, the responsibility for the past actions of the European colonial powers in relation to their former colonies has been subject to a lively debate. In this book, the question of the responsibility under international law of former colonial States is addressed. Such a legal responsibility would presuppose the violation of the international law that was applicable at the time of colonization. In the ‘Scramble for Africa’ during the Age of New Imperialism (1870-1914), European States and non-State actors mainly used cession and protectorate treaties to acquire territorial sovereignty (imperium) and property rights over land (dominium). The question is raised whether Europeans did or did not on a systematic scale breach these treaties in the context of the acquisition of territory and the expansion of empire, mainly through extending sovereignty rights and, subsequently, intervening in the internal affairs of African political entities.

States at Work explores the mundane practices of state-making in Africa by focusing on the daily functioning of public services and the practices of civil servants. Adopting mainly an ethnographic approach as a basis for theorizing, the authors deal with topics including: bureaucratic cultures and practical norms, operational routines in offices, career patterns and modes of appointment; how bureaucrats themselves perceive and deliver goods and services and interact with service users; the accumulation of public administration reforms and how the different bureaucratic corps react to the ‘good governance’ discourse and new public management policies; the consequences of these reforms for the daily working of state bureaucracies and for the civil servants’ identities and modes of accountability; and the space that exists for bottom-up micro-reforms that build on local innovations or informal arrangements.
